Background of the Study
Insurgency in northeastern Nigeria, especially in states like Borno, has been a major security challenge that has disrupted lives, economies, and governance structures. Muhammadu Buhari’s administration, which took office in 2015, prioritized the fight against insurgent groups, particularly the Boko Haram insurgents who had been wreaking havoc in the region for years. One of the areas that bore the brunt of this conflict was Gwoza, a town in Borno State that was formerly under the control of insurgents. Buhari's security policies included a strengthened military presence, counter-terrorism strategies, and regional cooperation with neighboring countries.
Gwoza, with its strategic location, has faced substantial devastation and displacement due to insurgency. Buhari’s efforts aimed to restore peace, rebuild the town, and resettle displaced populations. However, the conflict’s complexity—compounded by socio-political, economic, and religious dynamics—means that the impact of these efforts requires thorough investigation. This study will assess the effects of Buhari’s counterinsurgency policies on Gwoza, focusing on security improvements, the reintegration of displaced persons, and the broader impact on community development.
Statement of the Problem
Despite Buhari's administration's intensified military campaigns and counterinsurgency strategies, the insurgency in northeastern Nigeria, including Gwoza, remains a persistent issue. The town has experienced cycles of military offensives and insurgent retaliations, and while there have been some successes in retaking territories, the underlying issues of governance, socioeconomic development, and reintegration of displaced persons have not been fully addressed. This study will examine whether Buhari’s security policies have led to a sustainable reduction in insurgency-related violence and what their long-term effects on Gwoza’s security and development have been.
Objectives of the Study
To assess the impact of Muhammadu Buhari’s counterinsurgency policies on the security situation in Gwoza.
To evaluate the effectiveness of Buhari’s policies in aiding the reintegration of displaced persons in Gwoza.
To investigate the broader socioeconomic effects of the fight against insurgency in Gwoza under Buhari’s administration.

Scope and Limitations of the Study
This study will focus on the impact of Muhammadu Buhari’s anti-insurgency policies in Gwoza, Borno State, particularly from 2015 to the end of his presidency. It will examine the policies’ effects on security, the reintegration of displaced persons, and socioeconomic development. The study will be limited to Gwoza and will not cover other areas of Borno State or Nigeria’s broader counterinsurgency strategies.
